Horse racing plays a critical role in the economy of our state, contributes vital revenue to the counties in which it operates, provides significant employment and protects and preserves greenspace.  The people of Jefferson County recognize the benefits that racing brings to the community, and have voted to preserve it.  When referendums were presented to allow video lottery and table gaming into the county, both were voted down.  Neither was approved by the voters until statutory guarantees were added which would provide a portion of the revenue generated by video lottery and table games be invested in the racing industry.  The voters knew that these investments would lead to economic boosts and jobs for the community.  And with 3449 jobs in the racing industry, and millions of dollars in tourism, and millions more spent by the industry, the voters were right.  

Then Governor, Joe Manchin also agreed, stating "We built our racinos around the sport of racing.  When any racino operator does it strictly for the money and not the sport, we will shut them down.  It's a blend.  We look for balance.  If not, the horses wouldn't be here."
